The First Congress for Persons with Disabilities started the chronicle of the International Inclusive Movement

The First World Congress of People with Disabilities was completed in the Sverdlovsk region. Participants of the event expressed gratitude to Russia, Sverdlovsk region, the government of the region and to all people and organizations that contributed to the preparation and holding of the congress.



The events of the Congress demonstrated positive changes in the role of people with disabilities in modern society, showed more active involvement of them in a wide range of social, professional and cultural processes. “We agree that the format of the congress creates favorable conditions for the realization of the creative potential and the activation of the internal forces and resources of the participants as a tool for the implementation of the UN Convention on the Rights of Persons with Disabilities and the establishment of an inclusive society” so it is said in the resolution adopted by the participants on the results of the Congress.

The holding of the First World Congress for Persons with Disabilities in Yekaterinburg was highly appreciated by Russian President Vladimir Putin. President of the Sverdlovsk region Evgeny Kuyvashev announced warm words of the head of state to the participants of the congress.

“”I consider your forum dedicated to the most important issues of improving the quality of life of people with disabilities – a large, socially significant event. It is a serious contribution to the solution of a wide range of tasks related to providing conditions for professional, creative self-realization of people with disabilities, the formation of their active life position. And, of course, the Congress platform will allow you to exchange experience, discuss promising ideas, get acquainted with the best practices and inclusive technologies”, said the President of the Russian Federation in his greeting.

In the opinion of the delegates, the Congress, which arose on the initiative of civil society and was supported by the business community and the government of the Sverdlovsk region, was a successful example of the implementation of the principles of the UN Convention on the Rights of Persons with Disabilities on a “bottom-up” basis.

“In modern society it is necessary to develop inclusion and inclusive practices in various social, professional and cultural spheres. We are very grateful to all participants for the fact that they have overcome enormous distances in order to participate in the first World Congress for Persons with Disabilities in order to share with us all the stories of life, their professional and creative experience. I am sure that when you return home, you will broadcast the knowledge and experience that you’ve received at the Congress in your cities and countries” – said to the participants of the Congress Minister of Social Policy of the Sverdlovsk Region Andrei Zlokazov.

Members of the organizing committee handed over to the initiator of the international congress for persons with a disability movement to Thomas Kraus a book made of Ural gems, which will become a chronicle of the international inclusive movement.

The Congress closed with the famous song “We are this world” – a charity anthem, written in 1985 by Michael Jackson and Lionel Richie, which was performed by all participants of the event together. Then the delegates and organizers released white pigeons into the sky as a sign of continuing cooperation between people with various types of disabilities and their organizations in the creation and development of an inclusive and fair society.

The First World Congress for Persons with Disabilities in Yekaterinburg ended with an inclusive ball. This is an obligatory part of all congresses for people with disabilities that have ever been held in the world. The participants of the final event – about a thousand delegates, volunteers and organizers – came dress accordingly and performed waltz, polka, mazurka, polonaise and other dances to the sounds of the orchestra.

By the way, the third Russian Congress for Persons with Disabilities will be held, in a year – September 2018 in Sevastopol. Organizers have already presented it to the delegates of the world event, which was held in Yekaterinburg.
